Immigration, Refugees and Citizenship Canada (IRCC) has released its Immigration Levels Plan for 2025-2027. The Levels Plan includes permanent resident targets and ranges under immigration categories of Economic, Family, Refugees and Protected Persons, and Humanitarian & Compassionate and Other.
For the first time, this plan includes both permanent and temporary resident targets. The 2025–2027 Immigration Levels Plan is expected to result in a marginal population decline of 0.2% in both 2025 and 2026, before returning to a population growth of 0.8% in 2027.
